African Commission on Human and Peoples' Rights: Special Rapporteur on Human Rights Defenders

In 2004, the African Commission on Human and Peoples' Rights (ACHPR) created the mandate of the Special Rapporteur on Human Rights Defenders in Africa. The ACHPR is the first regional human rights body to create a specific special procedure to deal with the protection of defenders' rights.

 

The decision to appoint a Special Rapporteur on Human Rights Defenders in Africa followed the establishment of a focal point on this issue as a  response to the grave risks faced by defenders in Africa. Through this mandate, the Commission examines, reports and acts upon information concerning the situation of defenders in the continent.

Ms Reine Alapini-Gansou was appointed Special Rapporteur on Human Rights Defenders in Africa during the 50th Ordinary Session of the ACHPR (24 October to 5 November 2011). Ms Alapin-Gansou has held the same mandate before, from November 2005 to November 2009.

 

The Commission entrusts the Special Rapporteur with the mandate to:

  • Seek, receive, examine and act upon information on the situation of human rights defenders in Africa
  • Submit reports at each ordinary session of the African Commission on the situation of human rights defenders in Africa
  • Cooperate and engage in dialogue with member States, National Human Rights Institutions, relevant intergovernmental bodies, international and regional mechanisms of protection of human rights defenders and other stake holders
  • Develop and recommend effective strategies to better protect human rights defenders and to follow up on his/her recommendations
  • Raise awareness and promote the implementation of the UN Declaration on Human Rights Defenders in Africa

Special Rapporteur's Newsletter 

In 2007, the Special Rapporteur started publishing The Rapporteur's Newsletter, a biannual bulletin informing defenders about the Special Rapporteur's activities and addressing thematic issues of relevance for defenders in Africa. The NGO Forum for the Participation of NGOs in the Sessions of the African Commission on Human and Peoples Rights (NGO Forum)

The NGO Forum takes place twice a year immediately before the biannual sessions of the African Commission on Human and Peoples’ Rights. The Forum provides NGOs with a platform to discuss, debate, share information, and adopt resolutions on pertinent human rights issues that the African Commission should address during its session.
