Albania reviewed by 6th session of the UPR

In the afternoon of 2 December 2009, the Working Group on the UPR examined the human rights situation in Albania. Albania was represented by Mr Genc Pollo, Minister of State for Reforms and Relations with the Parliament of Albania. The main issues raised during the interactive dialogue concerned the following areas:

 

  • Increased cooperation with treaty bodies through the ratification of the Convention on the Rights of Persons with Disabilities and the Optional Protocol to the International Covenant on Economic, Social and Cultural Rights (ICESCR)
  • Concerns over allegations of arbitrary detention, ill-treatment of detainees in police custody, inhumane conditions of detention, such as overpopulation in prisons and pre-trial detention centers, the lack of segregation according to sex and age of detainees and prisoners as well as the lack of compensation for unlawful arrest or detention
  • Extending invitations to all special procedures
  • The need to strengthen the rule of law and to fight corruption
  • Improving press freedom
  • The need to harmonise national legislation with,and effectively implement, international human rights obligations, in particular in the areas of the rights of the child and women's rights
  • The need to introduce to Parliament a comprehensive, all-inclusive anti-discrimination law, including protection against discrimination on the grounds of sexual orientation and gender identity
  • Taking further actions to fight domestic violence against women and children
  • The need to introduce comprehensive victim protection plans (rehabilitation and reintegration) regarding human trafficking and domestic violence
  • Ensuring the recognition of minority rights, such as use of their own culture and language, property rights, access to all social rights, participation in public affairs, full access to education and economic aid, and access to effective remedies against discrimination.
